Reservoir output written if subbasin_out.dat is given #59

Reservoir output for a specific subbasin is written even when for this subbasin values in subbasin_out.dat are given. This could lead to confusion. Check for computationally relevant side-effects.

Furthermore, the model is complaining when in the reservoir input files parameters for a subbasin with pre-defined outflow are not given which does not really make sense.
