Weapon permmision and more requests.

Hello there.I am runing the plugin RPG Items on my server for long time and i had enough time to think some staff that will make this plugin much better.

First of all,RPG Item's should request permmision to use by a player (Enable/disable in game).An RPG Item when is ready for use not enough.RPG Items should have an upgrade option that will have a customizeable uprade rating,customizeable upgrade times and Customizeable upgrade rating per upgrade .After an unsuccessfuly upgrade item will be destroyed/removed from user's inventory, or if he has an 'Vault ore' or sth inside player's inventory the weapon will downgraded.
After a successful upgrade:
Upgrades should be damage upgrade,lower power cooldowns,more durability etc...
That will be customized by admins.

And my last request for now's armor tier:
Like when one player whears an armor set like this one:
woodman's helmet
woodman's chestplate
woodman's leggings
woodman's boots

When using an item like: Iron_Axe encrease speed for some seconds,get a permmision or sth (Customizable by admins of course :p)

I would normally add these options in the next version except for the "upgrade" that I probably will not be able to directly add in the next version (I'll try to add in another version!)
