Recently, we've started to use polls on GitHub to get an idea of how (or whether) a feature would be implemented (we will also probably work on creating polls on other platforms, but that should be discussed in a separate issue). We used mass tagging, but several people expressed their annoyance. In addition, people who participated in the thread or watch the repo already get a notification.
Thus, we decided to ban mass tagging. The only current exception is mass tagging testers (https://github.com/TeamNewPipe/NewPipe/wiki/Testers) to test PRs.
Violation of this policy will be followed by a warning; repeated violation may be cause to a ban.
Note that this policy is not set in stone: the team will discuss this and flesh the policy out.
