I have an issue with building project solutions locally. I receive error from title.

I resolved issue by re-entering NETWORG credentials in Visual Studio.

1. Click on account icon on top of the window
   
2. Click Account settings
3. You'll see "Re-enter your credentials..." in highlighted part of the window
   

Once you complete sign-in steps you should be able to build solutions.
