Solution Import - Component not in the target system

Error

Cannot add a Root Component {GUID} of type {TYPE} because it is not in the target system.

Solution

You are missing a component element in CDS > Other > customizations.xml. Here for example I was trying to import a workflow but there was no element.

Another cause could be missing _managed suffix for forms, appmodules or sitemaps:
