Portable Config broken

In the bugfix for jely2002#190 it was added that the --ignore-config parameter will be added to every download, which didn't even fix the original issue correctly. Now also the portable config will be ignored. The whole point of the issue was to better use the portable config.
IF we continue to use --ignore-config to prevent yt-dlp to use the system configuration files, we should add --config-locations to include the portable config (if present).
