Depot Downloader Steam Connection

Hello! I just started using Depot Downloader today in an attempt to rollback my Skyrim SE version to a previous version that is compatible with SKSE. I am following a guide online and I am stuck at a particular step. I have entered a command into the CMD console and when I enter the values required I get this message approx. ten times before an error appears.

into Steam3...Lost connection to Steam. Reconnecting
Done!

I checked my windows firewall and made sure that steam isnt flagged. I have no VPN or other firewall that I know of. I even changed my password on steam. Im not sure if there is anything I am missing. I have the correct Depot, App, and Manifest values and my steam name is correct. I saw some other threads on how I may be able to "escape" a line of the command but I dont know what that means or how to do it. Any help would be amazing. I have attempted to do this patch downgrade for my skyrim game a few times over the last couple years but I cant seem to figure it out.
