[UT] mark the test case test_table_sample sequential

Why I'm doing:

What I'm doing:

The stable sample result needs to make sure that table has a stable physical layout(only one segment file), for most cases it's true. but in case of memory pressure caused by concurrent test, it's not true anymore.

So here we make this test case sequential and run the manual compact, trying best to let it have stable physical layout.
