How do I set default values for width, font size, and color scheme?

I'd like first time users to have specific defaults set in the settings, before they set up anything.

And second question: is there any way to remove some of the settings, like leaving only two theme selections, no "auto", and also removing the width and font setting, leaving only theme selection?
