Add default / versioned python container for the portal and remove the ability to build.

@rkalescky suggests building out a spack based stack without Conda

make sure users can pip install to a satisfactory location ($HOME / $WORK ) set to a unique path by module and appended to PYTHON_PATH
set to default on OOD, still allow custom Python env / conda / mamba / etc
update plan (e.g. periodically build new version as versions hit spack)
