FD Unable to Link Incidents to Dispatch Calls

Describe the Bug

After our FD people are done writing their reports from a medical call or a fire, they are not able to Link those incidents over to the dispatch calls unlike LEO.

Expected Behavior

FD and LEO incidents should be a same as the different situation codes etc will define if its LEO or FD. Both sides should also be able to link their reports to the dispatch call.
