@apericak @TwigBeard We need to optimize our determination of the NDVI threshold so that it will hold up across years/sensors. If we need to use multiple thresholds, what is the process for determining them, and what are they?

This issue was addressed in #52, in summary, we will pick a set of ~30 mines and sample them to create an NDVI threshold for each sensor and year. See #56 for current status.
