Create an experience that allows users to initiate a new promotion from the context of a individual product, user, category, etc. Allow various promotion templates (BOGO, free shipping, etc) and based on the context modify the eligibility expression to fit.

This addresses the vaporware "Assign Promotions" button on the product list page, remove that button once this feature is available.
