[Bug]: Can't deploy minefields even if there are enough mines

Describe the bug

I have infinite mines in the arsenal for that fit with the template rebel faction, but upon attempting to place a minefield I get the "Not enough mines of this type" message.

Initial issue was with GM FIA, I think when I tested later I used NAPA and also had the issue.

Had the same problem as Viet Cong and laying AT mines. Had more than 100 of the right mine type, but it says I can't lay the minefield.
