Description

Closes:

• Bump k8s.io/apiextensions-apiserver from 0.23.5 to 0.24.1 #432
• Bump k8s.io/api from 0.23.6 to 0.24.1 #431
• Bump k8s.io/client-go from 0.23.6 to 0.24.1 #430
• Bump k8s.io/apimachinery from 0.23.6 to 0.24.1 #429

And bumps the version from 0.17.0 to 0.17.1 to prep for a release.
