When creating a new store with no predefined routes, provide a a hidden "setup" route that provides instructions on how to get started.

@mynameisadamf did some great exploration work for this for 1.0 that we didn't end up shipping — would love to get it in for 2.0 … would be really cool for our hello world template especially.
