Issue description

Hi experts:

I implemented "ListView Command Set extension" according to Microsoft's official documentation but encountered several problems after publishing it to App Catalog. I uploaded the functionality into App Catalog and Add an App already, everything went well. Unfortunately, my main site collection is "http://win-xxxxx:19065/" and App Catalog is "http://win-xxxxx:19065/sites/apps". I have made this functionality can be used in all site collection. Actually, I cannot find and use this in another site collection like "http://win-xxxxx:19065/". I don't know which step is wrong or missed. If you have any idea on it, would you mind letting me know.
