Setup: ensure Apache SSO config is enabled #1355

Currently, if the user runs Setup and chooses to disable the Elastic stack, then the Apache SSO config is not enabled. This prevents the user from logging into Squert:

Solution: if the user chooses to disable the Elastic stack, then Setup should run:
so-elastic-configure-apache
