AWS Simple Email Service Implementation

Set up AWS SES for resetting password on the Forgot Password page. An email to reset their password should be sent to the user when the Forgot Password button is clicked with a valid email.

This is being put aside for now until we can configure the project's AWS account to allow for students to add features/make changes safely. Also need to do some more research because our current domain is managed through CloudFlare.

Added research task while we create and administer the AWS and CloudFlare account for this task.
Closing for now. We will revisit this issue once the research is complete
