The action claims it succeeded, but it did not. I might try one more time but I'm thinking of reverting both PRs since I don't know how to properly test actions and don't want to continue troubleshooting this. |

Also deletes the the local branch before creating a new one if the remote doesn't have it.
I haven't actually tried pushing with these changes.
