After scoop reset rtools, rm -recurse -force scoop\apps\4.4.6335.6327, scoop cleanup rtools and scoop cache rm rtools I tried scoop update rtools again. Same result.

I now realize that this is a duplicate of issue #6295 posted yesterday. Installing innounp-unicode worked for me.
