Foreground seekbar not displayed accurately

Reproduction Steps

1. Set chapter_skip_buttons = true, and handle_always_visible = false, via script
2. Play a file and use the chapter skip buttons

Expected Behavior

Seekbar progress is lined up with chapter mark

Actual Behavior

Chapter 2 (progress is before the chapter mark)

Chapter 14 (progress is now past the mark)
