links to .tar.gz files are not handled consistently

On some pages, the link automatically just starts a download of the .tar.gz. Example on this page: https://pds-rings.seti.org/cassini/vims/calibration.html

However, there are also some pages that just take the user to the viewmaster folder and allow the download to be selected by the user. Example on this page: https://pds-rings.seti.org/cassini/rss/index.html and https://pds-rings.seti.org/cassini/uvis/index.html.

We need to decide what the best approach is; consistent behaviour, which consistent behaviour or each page may decide for itself as appropropriate.
