Include all FOV rings in ring summary table

Ring columns should now appear in the ring summary table for any rings intersecting the FOV, not just those of the current system.

I think we agreed that this wasn't necessary for planets that were very far away even if they're in the FOV.

I think that's right. I downgraded it to minor, as I'm not convinced it won't eventually be useful.
