Editor Process Panel should have a brief explanation text (as it doesn't match ATP balance bar)

As the process panel (in the editor) doesn't match the ATP balance bar it would improve its clarify if some explanation text was added there:

As the process panel is often pretty empty, adding a few lines of text at the top should be fine. Something like: To match the gameplay process panel, the process numbers here are shown running as fast as is required to reach ATP equilibrium.

I'm not sure if extra clarification would be needed like "(unlike the ATP balance bar which shows processes always at max speed)"
