When resume upload fails the user never receives a verification email prompt

When the user is registering with a resume, and it fails to upload (it won't unless a secret key is wrong or something) it seems that:

• The user gets registered
• The user does not receive an email verification message

Therefore the user cannot verify their email after registering, and cannot re-register with another resume. The second bullet in the above list still needs to be confirmed.
