Describe the bug
Toolbar is wrapping incorrectly,

To Reproduce
Open a CVE from Vulnerability

Expected behavior
Toolbar should wrap more sensibly. Paging should respond to collapse to the results count before wrapping. Actions on the left should stick together (not wrap as seen) until after the paging responds. See PF pagination: https://www.patternfly.org/v4/documentation/react/components/pagination/#examples
