e2e: More fine grain timeouts

Currently we wait 600 seconds for anything, even for things that finish in few seconds (like finding a placement decision for a placment). This makes debugging much harder since you must wait 10 minutes to find if a change is correct or now.

Taks:

• Specify reasonable timeout per waiting for placement decision
• Check if we have other fast operations that need shorter timeout
