There is How to represent Declarator Docs in plain RakuDoc in problem-solving. The fundamental idea is to have a converter to convert Decks (declarator blocks) to plain RakuDoc.
Possibly it's not necessary to add any additional syntax to the RakuDoc specification.
But I do see value in specifying how Docks are to be represented in plain RakuDoc. Having a uniform representation will allow RakuDoc renderers to treat that representation specially.

Over on that problem-solving ticket two proposals have been made and lizmat has even started implementing a converter of Raku + RakuDoc -> plain RakuDoc.
