For windows build, you can refer to ROCm/MIOpen#2703 and ROCm/MIOpen#3436. Notice that you posted multiple around MIOpen and in github issues and discussion.

MiOpen that you mention in the before message.
Also in if I try pytorch compile on windows, asks for a lot of cmake files.
