The file path functions are not required to build binaries and are primarily used for validation purposes. This results in redundant work every time a build is executed and should be addressed in testing or a validation suite separate from routine builds. Here, we remove these functions and corresponding code from
TensileCreateLibrary.This PR depends on #1397 and #1401.
