Basically the default-user value from qubes.NotifyTools qrexec service is ignored.

This commit broke it: QubesOS/qubes-core-admin@28737d1
This commit says it fixed that but didn't: QubesOS/qubes-core-admin@af7d54d

Repro: install QWT in a Windows qube as a user not named user. Check qvm-prefs afterwards to see that the default-user property was not changed.

I'm guessing both 4.1 and 4.2 are affected.
