The problem you're addressing (if any)
the fact that a freshly deployed Fedora template has a menu entry for GNOME software but that it's actually broken because of #3815 make it confusing for users
The solution you'd like
don't add "software" menu icon
The value to a user, and who that user might be
if it's there, users would expect GNOME Software to work, but it's not working, making them confusing, thinking that their template / Qubes OS install is broken and quit Qubes OS.
