Update check-release workflow to use latest releaser

Steps by commits:

• 0db8ddd Update the Check-Release workflow to use the latest release. See https://jupyter-releaser.readthedocs.io/en/latest/how_to_guides/convert_repo_from_releaser.html#checklist-for-adoption.
• af51bd6 Removes the duplication of the release config. We can configure the release from multiple files (pyproject.toml, packages.json) but the release only takes the configuration from one place. We should specify the configuration only in one place.
• c31091b Modify project to use hatch. See https://hatch.pypa.io/latest
• 0d333ad and df32db0 are a follow up for updating the project to use hatch. In addition, this commit tries to configure the project as similar as possible to the extensions-cookiecutter-ts for simplicity. • c223aec Made by running hatch version 1.0.0 and then manually restore the version.
