As a user, I would like see the TOC on the right hand side of the documentation site always present when I scroll so that I can navigate the content easily. #191

Currently the TOC doesn't not move when the user scroll. For a long page, such as https://qiskit.org/documentation/apidoc/circuit_library.html, it is hard to navigate to different sections.

This will be fixed by switching to a new Sphinx theme, such as Furo: #232. "Won't fix" for Pytorch
