Support for export and import of expressions (qgis/QGIS#34690) has been added (qgis/QGIS#34997). Expressions are exported as JSON files, and it should be possible to share them with QGIS Resource Sharing.
The first step is to recognise expressions as resources. The next step is to parse the JSON files and add the expressions to QGIS settings.

The name of the collection directory for expressions should be expressions.
