Prevent divebombs

Issue

OSRM will sometimes suggest divebombs, which means that while driving on a motorway it routes on a link off-motorway and again on-motorway to the same motorway immediately if there is a traffic jam.

In many cases this is not desirable or even forbidden. This seems to mostly occur with traffic data. There is no known divebomb with static data and the default lua profiles (if you know one pls report, highly desired 😄 ).

Solution

• Wait on Implement more flexible turn weight function #4775 to be implemented
• Try adjusting turn weights when transitioning from motorway -> motorway_link to prevent this

Will focus on #4775 first. Also, as this is a problem mostly only with traffic data, issue will be regarded later.
