The dimensions for Blender take the entire mesh into account while the height value in 3DS Max is only counting the height of the cylinder portion of the capsule and not the two ends. Potentially could fix this by subtracting the value of the radius by the height to get the proper size from a cylinder in Blender. Needs more research
