Refactor view.post_board.Header and friends. #15

Header就是/board/n的顶上的那一条。
目前Header的constructor接受一个view.post_board.PostBoard，所以很难将Header用在其他地方。

目测至少需要修改Header, Account, OtherBoard and Notification。
