Add an option evolve_to_final_stage in Pokemon Opimizer rules, which when set to true, will save up candies and try to get a fully evolved Pokemon.

I believe it's a common scenario with rare Pokemon, when, for example a Dratini evolved to a Dragonair, then a slightly better Dratini caught, and that Dratini again evolved to a Dragonair, and we'll end up with 2 Dragonair. Because we usually want a fully evolved Pokemon, why don't just make the bot wait until it get enough candies to evolve twice, then evolve the best Pokemon into its final form.
