The area I play has a very high density of forts in a small area that people commonly lure. It's not uncommon to stop moving or doing anything if the bot goes into just the right spot between several lured pokemon in range.

It will start to move again when 1 of the following happens:
Lured pokemon drops to 1 or less, then you move towards the 1 that is left if any.
Another task moves the bot away (movetopokemon for example)
