Misdated version of FB community guidelines #3

The FB community guidelines, version of 2019-03-20 show spiking differences compared to the neighboring versions:

PDF: 27 pages (2018-12-28) -> 51 pages (2019-03-20) -> 27 pages (2019-04-26)
number of words more than doubled
the following two points indicate a timestamp issue
- "COVID-19" mentioned (impossible in March 2019)
- metadata, embedded as footnote "Note from Facebook’s records, 26 August 2021: “For the sake of transparency ..." points to a date in summer or autumn 2021 as likely correct time of this version.
