Two new enhancements requests for the existing Lutron driver:

  1. Add the ability to return the current Occupancy status, given an Area id
  2. Add the ability to subscribe to Lutron API server webhooks, such that the Driver is notified when a specified state changes (primarily for getting live occupancy data).

For 2, @stakach can provide advice because he authored the vergesense, rhombus and meraki location services drivers which have a similar webhook subscription feature

1 has been added, and will be tested by Will
2 is added but can't be tested until a webhook is configured by the Lutron admin, this will be requested.

Blocked for now.
