Cookie indicator icon status is shared between regular/incognito browser windows

If I have a site open in a regular window, and the same site open in an incognito window, and I toggle the Xdebug status in one, the indicator icon changes status in both windows, but the cookie is only changed in the window in which I've toggled it. This leads to situations in the other window where the indicator icon shows that Xdebug is on, but it's actually not, and vice versa.

@Jaace ^^ not sure if you're still using Pilothouse or not, if you are, have you ever encountered this?

@philipnewcomer I am using Pilothouse still but I have not experienced that issue. Sounds like the feature needs to be tightened up on a per tab basis, potentially. I can troubleshoot when I have some time!
