When should I restart webpack dev server / recompile? #600

I need a little clarification. When I edit the webpack.common.js or webpack.dev.js , should I restart:

only the start:hmr task,
only build:dev task
both tasks?

In other words, they both read the config file but when should I restart which one to get my config changes to apply?

I figured it out. Need to restart WDS start:hmr any time a change to config is made, not necessary to build:dev
