    13. DISPUTE RESOLUTION. Please read the following arbitration agreement in this + Section (“Arbitration Agreement”) carefully. It requires U.S. users to + arbitrate disputes with PCI and limits the manner in which you can seek relief from + us. +

For + contractual purposes, you (a) consent to receive communications from PCI in an + electronic form; and (b) agree that all terms and conditions, agreements, notices, + disclosures, and other communications that PCI provides to you electronically + satisfy any legal requirement that such communications would satisfy if it were to + be in writing. The foregoing does not affect your statutory rights, including but + not limited to the Electronic Signatures in Global and National Commerce Act at 15 + U.S.C. §7001 et seq. (“E-Sign”). + +

By using the Application, you + represent and warrant that (y) you are not located in a country that is subject to + a U.S. Government embargo, or that has been designated by the U.S. Government as a + “terrorist supporting” country and (z) you are not listed on any U.S. Government + list of prohibited or restricted parties.
