process_worker_pool could look at pinned cores for the current pool rather than the number of cores on the machine #3615

number of cores on machine is not the same as the number of cores available to run on, in the presence of pinning (which can happen on some shared systems).

process worker pool might be more accurate in worker-count-guessing if it looked at the pinned/affinity count
