Not getting same output for skipped html between Panorama and Firewall configuration

Describe the bug

Using function as:
pan-os-php type=tag-merger location=any DupAlgorithm=identical allowmergingwithupperlevel shadow-ignoreinvalidaddressobjects exportcsv=merge-tags.html
pan-os-php type=address-merger location=any DupAlgorithm=identical allowmergingwithupperlevel exportcsv=address-merger-identical.html
pan-os-php type=addressgroup-merger location=any DupAlgorithm=identical allowmergingwithupperlevel exportcsv=addressgroup-merger-identical.html

with firewall configuration are not providing same skipped output than when you are using panorama configuration.

Expected behavior

Getting the same output with the reasons

if you are running these command against NGFW Firewall configuration, per default it is against running-configuration.xml
which is not including Panorama pushed config, which means it MUST be a different output.

These commands are config manipulation/changing commands, and of course are only working well on the origin of the config part, which sounds in your case is from Panorama.

Based on Palo Alto Networks Support terminology -> works as designed
