If a Rule fully contains another Rule, but have more SRC/DST object defined;
these rules are not merged

merge Rules which fully contains other Rules, but have more object SRC/DST/SRV/APP

Describe alternatives you've considered

Based on:
pan-os-php type=device actions=display-shadowrule location=any
find the rules to merge and merge it

Additional context

There is no automated way to merge these Rules
