Remove the Development environment from the code base

The development environment consumes too many resources for developers and end users alike. It makes the app slow and sometimes buggy.

Remove all references to the development environment. This includes these areas, but may encompass others not considered.

1. Our GitHub action workflows
2. The setup script
3. Testing
4. Markdown documentation

We will use the current production environment in future

• NOTE The dev docker files must remain. These will be required for developer testing
